Job Description:

Harris Corporation is seeking an Emergency Management Operations Program Manager to be responsible for the development, execution, and leadership of the Harris Emergency Management Program and the coordination and integration of all activities necessary to prepare for, respond to, or recover from threatened or actual emergencies, regardless of cause. S/he will provide direct support to the development and implementation of wide-ranging emergency/crisis/incident response planning, policy and procedures, and emergency management operations across the organization. Duties to include:

  • Assist the Harris Crisis Management Team (HCMT) staff in its responsibility to lead, direct, manage and oversee the preparation for, protection against, response to, and recovery from incidents adversely impacting business operations

  • Support the Executive Emergency Management Team decision process and Corporate Emergency Management Team (CEMT) operations

  • Prepare decision briefs, risk mitigation plans, analysis of alternatives and critical infrastructure protection plans

  • Develop and oversee the criteria for selection and appointment of site Designated Emergency Officials

  • Identify, evaluate and source emergency management training for emergency management team personnel and Designated Emergency Officials

  • Direct the development, implementation, and ongoing management of plans/procedures for crisis and significant incident management

  • Support the HCMT Chair in carrying out emergency crisis management functions

  • Assist in planning, participating in, and evaluating emergency exercises

  • Provide support to other functional groups (Security, Human Resources, Communications, Finance, Facilities, Employee Health & Safety, etc.) and business segments in furtherance of business continuity operations and planning activities related to crisis management

  • Serve as liaison with Communications team and other functional leaders in the development, implementation, and management of internal emergency/crisis/incident communication tools

  • Prepare, document, and maintain current contact information for critical emergency/crisis/incident response personnel

  • Research, summarize, and coordinate demonstrations for vendor support of emergency management planning and response activities

  • Prepare clear, concise, and professional summaries, reports, agendas, briefings, and other communications for leadership and Executive staff

  • Participate in internal working groups and councils

  • Coordinate conference and/or bridge calls to convene response teams as directed

  • Coordinate with law enforcement and emergency response personnel as necessary

  • Other duties as required

  • Some travel may be required

Required Qualifications:

  • Bachelor’s degree plus 15+ years of related experience in emergency preparedness and disaster management (equivalent education may be considered in lieu of experience)

  • International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) certification

  • Federal Emergency Management Agency (FEMA) Professional Development Series (PDS) certification

  • Experience writing policy, procedures, and developing Executive level briefings

  • Experience in emergency management, risk management, loss prevention, and corporate security

  • Knowledge of emergency management and business continuity systems

Preferred Additional Skills:

  • Ability to interact with people at all levels of the organization, sometimes under stress

  • Ability to effectively communicate, both orally and in writing

  • Strong project management skills and the ability to collaborate cross-functionally

  • FEMA Advanced Professional Series (APS) certification

  • Experience and familiarity with the National Industrial Security Program and related Department of Defense Directives

  • Security Board Certifications such as Certified Protection Professional (CPP) and Physical Security Professional (PSP)

  • Management experience including planning, budgeting, and leading teams

  • Experience in developing statements of work and contracts

  • Active Secret clearance
