Job Description:

Harris is seeking an experienced project engineer to execute on large-sized, mission-critical projects and Engineering Change Proposals (ECPs) on a large enterprise program. The changes/ECPs are driven both internally and externally. This project engineer will lead the development and deployment of systems and services in support of these projects/ECPs.

In this position, you will bring your development engineering background to a role where you will perform in a project engineer role for development projects that are critical to the future of our company, and to our customers, from design through service delivery.

The projects include but are not limited to:

  • The refresh of equipment in Network Operations Centers (NOCs) and labs

  • The customer plans to spend between $10M and $15M over the next 4 years to refresh the OSS (Operational Support System) infrastructure. This includes the upgrade of key components of the networking infrastructure.

  • Large customer driven tech insertions

  • The customer typically spends between $2M and $8M per year on projects to insert new technology/capabilities into the FTI network. This could be anything from new load balancers to security monitoring infrastructure.

The Project Engineer is expected to:

  • Develop project objectives by reviewing project proposals and plans; conferring with management.

  • Determines project responsibilities by identifying project phases and elements; coordinating personnel from different job functions to phases and elements.

  • Determine project specifications by studying product design, customer requirements, and performance standards; completing technical studies; preparing cost estimates.

  • Determine project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.

  • Maintain project schedule by monitoring project progress; coordinating activities; resolving problems.

  • Control project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.

  • Control project costs by approving and monitoring expenditures

  • Prepare project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.

  • Confirm product performance by designing and conducting tests.

  • Integrate product into the infrastructure without impacting normal operations.

Qualifications:

  • Bachelor’s degree in electrical, mechanical, computer, or similar engineering discipline with 9+ years of engineering technical lead experience in a similar or related field, including prior project engineering experience.

  • Experience managing projects with budgets of $10M+.

  • Experience developing executable plans to achieve technical, cost, and schedule requirements.

  • Experience working in a government or department of defense contracting environment.

  • Experience leading a multi-disciplined team of engineers and geographically diverse teams

  • Experience managing large development projects, with significant network infrastructure and equipment, and including building and leading the project team.

Additional Preferred Qualifications:

  • Experience with best practices for project engineering, EVMS, and program execution.

  • Ability to implement and adapt project execution plans and manage resources from multiple development teams.

  • Strong communication and negotiation skills to work with both internal and external resources.

  • Strong personal leadership, influence, and motivational skills.

  • Experience with program pursuit and proposal activities.

  • Experience with management of design to cost activities.

  • Ability to present to internal and external customer at all levels.

  • Experience with staffing management tools.

  • Master’s degree in engineering or management.
