Job Description:

The Subcontracts Manager (SCM) is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability, and quality management system assessments. Subcontracts support government, customer and internal audits as required.

Essential Functions:

  • Can work independently with medium to minimal guidance.

  • Capable identifying required actions necessary to develop skills required and to achieve assigned goals and objectives.

  • Capable and can be assigned to train, coach, and mentor peers, as proficiency increases.

  • Interacts with direct manager and/or group leader and works directly with other functions such as: contracts, program office, cross functional peers, and cross functional leaders.

  • Must be able to communicate effectively with direct leadership and a wide array of professional levels and functions.

  • Serve as the leader for all program's supply chain activities and advise/communicate with senior management.

  • Support cross-functional requests and inquiries (i.e., Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).

  • Moderate understanding of production, development, services, repairs, and sustainment.

  • Moderate knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.)

  • Moderate knowledge to support government proposals and produce BOEs

  • Moderate negotiation skills, subcontractor management and program risk management.

  • Must have ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.

  • Ensure all applicable Program, Company, engineering, and item-specific conformance criteria are clearly and adequately conveyed to suppliers.

  • Negotiates legal documents as required (i.e., NDA, Agreements, Terms and Conditions, etc.), based on assigned signature authority.

  • Responsible to award and manage resultant subcontracts.

  • May be assigned to prepare PO/Subcontracts compliant packages as required, and as proficiency increases.

  • Single point of contact to assigned POs, PO modifications, subcontractors, direct management, and to internal customers.

  • Moderate working experience with Microsoft Office, Excel skills (pivot tables, V-lookup, etc.), Word, Power Point Presentations, presentation and communication skills, MRP/ERP.

  • Solve problems of moderate complexity by leveraging experience and through analysis of data.

  • Identifies trends and correlations in Subcontracts data.

  • Reports findings with recommended actions.

  • Able to analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements.

  • Able to peer review subcontracts packages to support organization's compliance.

  • Moderate ability to work with PMO and Contracts to determine the appropriate means of acquisition to support program needs.

  • Moderate understanding of program requirements and risks, milestones, period of performance, end customer requirements, Trade Compliance (ITAR/EAR), subcontractor capabilities and stability, and engineering requirements. drawings.

  • Moderate understanding of Programs and Product Lifecycle Management (PLM) and MRP systems, and an understanding of the cause-and-effect relationship of these systems.

  • Moderate familiarity with SOWs, FAR/DFARs, Prime and program requirements, requirements, and engineering drawings.

  • Moderate understanding of concepts, use and purpose of the Subcontracts function.

  • Moderate understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development, and others.

  • Moderate understanding of procurement systems and tools such as Material Requirements Planning (MRP), Control, Cognos, Quality, Excel, Peoplesoft Financials, Expo, PDM and others.

  • Moderate knowledge of L3Harris processes, policies, procedures, and command media.

  • Responsible for managing Subcontracts of moderate complexity programs, efforts, and scopes.

  • Assigned efforts will be based on skills proficiency, experience, and delegation of authority (DOA).

  • May be assigned to work with higher level peers and assist with advanced complexity tasks for skills development.

  • Less guidance and direction provided as proficiency increases.

  • Responsible for proposal activities with moderate complexity with Lead SCM guidance.

  • Develops Basis of Estimates (BOE's) for Subcontract Management labor with Lead SCM oversight/guidance.

  • Reviews Subcontractor Statements of Work (SSOW) to ensure compliance and integrate specific subcontract management deliverables as applicable (forecast, timecard report, etc.)

  • Responsible for managing timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents.

  • Supports program kick off and the preparation of kick off packages with guidance from direct management and based on program requirements.

  • Moderate understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.

  • Moderate understanding to stage program requirements in to effectively align with the program execution, structure, and manage deliveries to milestones outlined in SOW and PMO requirements.

  • Monitors and respond to internal cross functional metric trends related to that indicate early risks of supply chain disruptions.

  • Processes work assignments under some supervision of peers and management.

  • Moderate understanding of policies and practices to execute assignments in compliance.

  • May mentor others as a PEER.

  • Manages worklists and subcontract tasks timely and complete compliant subcontract packages.

  • May serve as a peer review for subcontract packages to ensure compliance with policies and procedures.

  • Moderate accountability to perform program closeout of subcontracts related contractual obligations (e.g. CFE/GFE, deliveries, open commitments, residual material disposition), by completing program assigned actions.

    Qualifications:

  • Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.

  • Total years 4-8 related experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.

  • Minimum 1 year experience with Microsoft Office Suite (Outlook, WORD, Excel, PowerPoint, etc.)

    Preferred Additional Skills:

  • Experience as a Cost Account Manager for Subcontracts managing budgets and sales forecasting.

  • Experience with EVMS

  • Highly proficient in MS Office suite of tools, including Outlook.

  • Proficient with MRP systems.

  • Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.

  • Demonstrate a strong attention to detail and a high degree of accuracy.

  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.

  • Ability to effectively communicate with all levels of management and program teams.

  • Be a self-starter and team player.

  • DoD contract experience.

  • Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.

  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, development, and follow-on/production subcontracts.

  • Lean Six Sigma experience.
