L3Harris Senior Specialist, Subcontracts in Greenville, Texas

CAN BE BASED IN GREENVILLE, TX (Hybrid) or Remote

Essential Functions:

  • Responsible for the procurement of subcontracts including the management of cost, schedule, and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial), and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Selects methods, techniques, and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.

  • Must be able to travel as needed.

    Qualifications:

    Senior professional with strong knowledge of job area and broad knowledge of project management. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.

  • Experience in Procurement/Subcontracts as well as material program management.

  • Must have an extensive background in troubleshooting and material management within SAP as well as procurement experience in both regular material and subcontracts.

  • Negotiation expertise in both cost and terms and conditions is critical.

  • FAR and DFAR’s understanding is a must.

  • Work is performed with general oversight. May manage large projects or processes that are both inside and outside of immediate job area. Typically, responsible for providing guidance, coaching, and training to other employees. Typically, responsible for managing complex projects at this level, involving delegation of work and review of work products.

  • Communicates within and outside of own function or business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary. Explains, interprets, and gains cooperation on policies, procedures, and practices.

  • Work consists of making moderate to substantial improvement or enhancements to systems and processes to improve performance of job area. Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem. Problems typically involve consideration of multiple issues, job areas or specialties. Problems are generally solved through creative solutions, drawing from prior experience and in-depth analysis of issues.

  • Works to achieve operational targets with direct impact on the departmental results. Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).

    Education & Experience

  • Requires strong knowledge of job area.

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.

    In compliance with pay transparency requirements, the salary range for this role is $73,000-$136,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
