Harris Space and Intelligence Systems is looking for a Program Manager for the Environmental Solutions (ES) Sensor Business Area (BA) for a space application program. Program Manager is responsible for the overall program management of a Government contract accountable for program execution, customer satisfaction, and financial performance.
This position will have a direct interface with customer, suppliers and stakeholder leadership. The role includes responsibility for guiding Harris’ employees in their work and influencing them to deliver their best and to act within the Harris corporate values. The key responsibilities include:
Accountability to Customer and Harris ES Sensor BA for overall program performance commitments to include:
Customer Satisfaction: Continually delighting our customers with our values, responsiveness, and overall mission performance
Financial: Orders, Sales, Margin (Award Fees), Investment, Program Budget, and Cost performance metrics (i.e., CPI)
Schedule: Timely, responsive, and successful completion of all program activities (informal), deliverables (formal), and metrics (i.e., SPI)
Quality: Program deliverables meet or exceed Harris and customer expectations
Ability to work between and bridge program and supplier performance with Harris business financial performance and Business Unit expectation
Ensure clear understanding and communication of program status, changes, and performance to the Customer and Harris ES leadership
Responsible for managing the cost, schedule, and technical performance requirements of a program through all phases.
Responsible for high-level relationship management
Directs the preparation of program proposals, business plans, proposal work statements and specifications, operating budget, and financial terms/conditions of contract.
Ensures that all resources such as engineering, manpower, production, and facilities are available to support the program.
Works with customers to determine needs, requirements, and new business opportunities.
Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas.
Solves highly complex problems with significant business impact.
Interacts internally with management and customers on significant business matters.
Development and management of financial forecasts.
Financial forecast inputs will be assessed and judged to provide high-level management and Annual Operating Plan and 3-Year forecast recommendations.
Identifies risks and creates opportunities to manage the operational or market risks for a project or program.
Identifies opportunities to expand sales to existing customers or sell programs to new customers.
Coordinates and monitors major subcontractor activities, deliverables, and finances
Develops, reviews, and approves plans, schedules, subcontract agreements, and other program documents
Prepares and provides required reports, briefings, and technical reviews to senior management as requested
BS/BA, MS/MA, MBA or equivalent with 15 years of experience in both Engineering / Program Management; or equivalent. This experience will include:
Developing and executing strategies to capture new business
Managing program(s) with annual revenues of $50M+ Managing large workforce of approximately 100+ Managing multiple subcontractors and suppliers in a performance based environment
Working under Government contracts
Preferred Additional Skills:
Experience in Space programs
Excellent interpersonal, written, and verbal skills.
Project Manager Professional (PMP) certification
Experience planning, organizing, and directing work that provides best value solutions to the customer and Harris.
Can develop broad, cooperative relationships with numerous groups and individuals, even when having no direct authority over them
