Job Description:

AWIPS provides a critical foundation for all National Weather Service (NWS) weather forecasts and warnings, nationwide. This system consists of state-of-the art data collection, processing, visualization and distribution technologies operating from over 150 locations with a very high reliability and security requirement, where speed of delivery is absolutely essential.

The Chief Systems Engineer (CSE) for the Advanced Weather Interactive Processing System (AWIPS) will be given considerable responsibility and latitude from design and development to implementation and operations to the future evolution and science and technology insertion into mission critical real-time weather service production system. The primary responsibility of this role is for the technical identification, development, and sustainment of the AWIPS program.

Specific duties include the following:

  • Lead a highly qualified technical staff to develop, operate and maintain the Advanced Weather Interactive Processing System (AWIPS) for the National Weather Service (NWS).

  • Responsible for managing all technical aspects of the program

  • Lead development of cost effective solutions to complex, multi-site systems and must able to establish relationships with the customer, AWIPS users, and other internal/external stake-holders to ensure AWIPS continues to evolve while maintaining strict availability goals.

  • Perform architectural trades to balance cost and technical performance in support of new business pursuits and customer funded programs.

  • Analyze customer needs and architect a solution with minimal guidance.

  • Recommend engineering solutions & strategies to senior management as well as defend technical analysis to subject matter experts.

Qualifications:

  • BA/BS degree or equivalent (degree in information technology, meteorology, or related field) and 15+ years of successful technical management experience or equivalent.

Preferred Additional Skills:

  • 5-10 years work experience in operational weather services.

  • Experience in supporting the National Weather Service (NWS).

  • Ability to build customer relationships.

  • Leadership, self-motivation, time management, interpersonal, and communication skills are preferred.

  • Familiarity with the operation of AWIPS and the diversity of needs of its stakeholders is a plus.

  • Recognized leader within the weather community.

  • Information Technology transition and ITIL knowledge and experience.

  • System security understanding or experience.

  • Familiarity with big data. Pl ease be aware that this position requires the ability to obtain a Public trust security clearance . Security clearances may only be granted to U.S. citizens.
